Stuck Window. Photoshop is stuck behind the upper task menu, I can't modify the window. Is there a quick fix?

A simple question, I hope.


When I open my photoshop program the upper part of the window for minimize and max and escape is hidden behind the upper task menu. I can modify the window slightly by dragging on the bottom corners but it doesn't "move around". I'm totally stumped. Because of this, I can't access a few options on my program.

Here's a quick snap shot, the upper left, I should be able to get access to the minimize, hide options on the window, which I am unable to get...what am I missing?

MacBook Pro (Retina, 13-inch, Late 2013), Not using multiple screens.
