I want to know to see if I should go and get mine deleted becuase I forgot my password

Do you mean that it has activation lock i.e. it's linked to the previous owner's account by FInd My iPhone ?
If you do then the only way to remove the phone from that account is for the previous owner to do it, Apple can't do it for you.

If the previous owner can't remember their password then has he/she tried getting it reset : http://iforgot.apple.com ? And then tried removing the phone from their account via http://icloud.com ?
Why don't you just reset your password?
