Iphone 5s Showing locked to Rogers in Apple database but Rogers can't find IMEI

Hi Experts,

I bought an iphone 5s from Kijiji. The guy told me it is unlocked, i put my Chatr sim and it was working fine. I thought it is perfect. Before buying it i checked with Apple and they told me it is unlocked in their system . But after buying it, i went to Ireland for a month and it was unable to work on O2, i got a message phone locked. Now i came back to Canada and went to Apple, they told me it is Locked to ROGERS according to their system and for unlocking i have to contact rogers.... When i called Rogers, they can't find the IMEI in their system. I don't know what to do with it???? I want to get it unlocked to save me for visiting abroad. Please help me. .
