I went to the link from nsdjoey, and it described everything I've tried. I click on nbr of licenses remaing, the list of codes comes up, I select 5 and click "import codes", nothing happens, i'm missing a step. I actually thought I could import them all at once.
Okay, lets start from the beginning...
(from a post I did a long time ago, but the info is still relevant)
First, go into iTunes and authorize with an Apple ID (iTunes -> Store -> Authroize this computer). It doesn't have to be a VPP Apple ID…just an ordinary Apple ID used to associate with the app. Then download the app(s) that you want to install. If its a paid app, you will need to use one of your VPP codes. They will go to ~/Music/iTunes/Mobile Applications. These apps will be linked to the Apple ID you authorized in iTunes. Next go into Apple Configurator and add the apps on the Prepare -> Apps screen. When you try to add the app in AC (clicking on the "+" at the bottom of the screen), you should be prompted to enter an Apple ID and password (see screenshot below).
It will say that "This Apple ID will be used to redeem VPP codes…" It is NOT the Apple ID used to purchase the VPP codes… The VPP codes can be redeemed by any Apple ID.
You must enter the same Apple ID and password that you used to download the app in iTunes, and you should be good to go.
Sounds like you already imported the Excel sheet of VPP codes... so now all you have to do is on the Apps tab in Configurator, select the app that you want to install on all 5 of your iPads, plug the 5 iPads into your computer via USB, and click Prepare/Refresh. This will install the paid app on all 5 of your iPads. After it installs, you will notice that you have 0 licenses left when you see number of licenses remaining.

Dear Strayschool.
You say that nothing happens when you click import codes. The next step would be where your select the XLSX file of 5 codes you just purchased. Then the result should be ....A or B below
a) The oval in configurator changes to x + 5 where X is the previous "number of licenses remainging"
or
b) Some error message
If you are not getting an error message call apple support. (866) 752-7753 Apple’s Enterprise Support
My guess is that you did not setup the appleid properly. See steps 7 and 13 where it gives detail about using the correct appleid. I've created this document for people who are new to managing a cart of iPads
