Styles work in line in web pages, but when I try to load from *.css via either Link or @option, they do not take effect. Suggestions?

though it's hard to decipher, it seems to indicate this is so. Which means I can't use it if users are still on old software as I am. Big nuisance but can be worked around.
Yes, my own pages on my own MacBook. Is there some preface to a *.css file which I should be including? I'm just starting off with
BODY {font-family : Georgia, 'Times New Roman'}
H1, H2, H3, H4, H5, H6 {font-family : Georgia, 'Times New Roman'}
Do I perhaps need to include the comment bracket <!-- ?
CSS Tutorial may help, but first check Safari - Window menu - Activity to see if the css files have been found & loaded.
Also, enable Safari's Develop menu from Preferences - Advanced & use the error console to see if Safari is ignoring your CSS for some reason.
Activity does not show anything but the page itself.
Do not see error console - that might be a matter of the release level of Safari.
Under 'Advanced' tab, StyleSheet shows 'None selected."

The Advanced tab of Safari Preferences includes an option to 'Show Develop menu in menu bar'.
Once you've done that, error console is available in the Develop menu.

That suggests that the way the CSS is linked isn't being recognised.
Css is supported, but apparently not the <LINK> HTML tag nor the @option alternative technique. That is, the style sheet must be in the page header, not in a separate file. Makes coordinating styles a pain. If this is not so, please tell me how to implement the <LINK> style sheet loading.
That article is from when Safari 1 was current (2003-4). You said that you're using Safari 5.1.10.
CSS is supported, how else does this website & countless others work ?.

Safari 5.1 is an oudated version of Safari along with an older OS X v10.6.8, you may have issues with CSS rendering.
Are these your own webpages ? most commercial sites work perfectly well with 5.1.10 for me.
I accept that it's outdated, but css is almost a decade older than this version. Did it never work? Hard to believe.

Away from high speed now, but if "media" selector is mandatory that might be the answer.
