The funny thing about that is that every ISP in my state says that on their system as well when their system is completely down. I've bounced around from one ISP to another over the years, and in the last 10 years, I have only actually had any ISP acknowledge a problem about 5 times (despite almost all of them going down multiple times a month).
So, I've gotten pretty hesitant to believe any status message they provide (unless it says they are having a problem).
I know many of them have insisted that I should adjust my settings (which would create a problem on my end). But, eventually, they get their system back up and running, and everything works fine again.
So, if you are sure of your settings, and you cannot get them to acknowledge a problem, then just wait a little while and see if it works. Tinkering pre-maturely could leave you unable to get it to work when their system comes back up (assuming that it is down).
Now, I cannot say whether Microsoft likes to say everything is fine when it's not (like my local service providers do), but it should be considered that they may not have an accurate report there.
But, yes, you will likely get your best support for Messenger on the Microsoft forums. There will be many more people there who use the same program.
