Help! Need offline translator!

I have spent the last 2 days trying to find a Spanish/English dictionary that will speak the words when working offline. I'm using an iPod Touch with iOS6.1.6

I have downloaded every app available (Google Translate, Jibbigo, Lonely Planet, Voice Translate Pro). They all work fine (recognize spoken English and pronounce Spanish) when on WiFi but not when offline. Can't download the language pairs from within Jibbigo; no offline feature for iOS with Google Translate, and on and on and on. What is the good of having a great translation app when you are traveling in foreign countries if you must have an internet connection to make it work??!!
