i am trying to load money on my iphone 4s to itunes and i am not able to do it from my phone first iphone and i am lost

Buy an iTunes gift card. Go to the App Store on your iPhone. Scroll to the bottom of the Featured section and Redeem that card there.

Or, assign a credit card to your Apple ID account.
