WHY does iCloud contain my contacts when I have NEVER turned iCloud contacts on ?
This is an invasion of my privacy by Apple and I take this very seriously.
There seems to be no way to delete or stop this.
In fact everything I see about Mavericks looks to me like a massive invasion of my privacy.
For example where is my Safari Cache under Mavericks ? on iCloud ?

This requires 10.9.3 in which SyncServices (which had previously been removed) has been quietly restored.
Yes, the OP will either need to be up to date with Mavericks, or not using Mavericks.
And how do I ensure my contacts which Apple cleverly captured without m,y permission and then deleted ?
Found caches now cleared from the Develeoper menu. How helpful is that Apple ? BUT, what happened to the user library folder ? Where is that now ?

I have no idea how iCloud could capture your contacts without your permission, and I am not sure what you mean by 'ensure' them.
Well, I never had sync of contacts turned on so how did they get into iCloud ?

It is where it has always been, in your Home folder. But it is hidden by default since MacOS X 10.7. Lion.
