"iTunes" is a programme and therefore, you do not have "iTunes" on your iPhone.
What precisely are you trying to do, because, despite re-reading your post, I'm not sure that I can figure it out?
iTunes is simply an catalogue of the music you have on your computer and it then transfers that music to portable Apple devices. Since those devices can only Sync with one iTunes Library, it's unclear why you need iTunes on both your Mac and your PC. You also say:

Are you saying that you want to have your more than 30GB music library with you all the time, in case you have no Wi-Fi connection - and also, presumably - that your iPhone is not a 64GB model?
Okay - well two possible options:
- Use Smart Playlists to manage your iPhone so that it has a changing selection of music on it. For example, if you have heard some music recently, and don't want to hear it again for a while, use Smart Playlists to remove that music, thereby leaving space for other music. The "removed" music gets put back on after a set period, when other "recently played" music is removed.
- Simply add the music "files" to your Android device (the device that caused you to start this thread). No need for iTunes. If the device does not play AAC files (as purchased from the iTunes Store) use iTunes to convert them to MP3. However, many modern devices can now play music in AAC format.
A couple of things to bear in mind:
- Your tablet, iPhone etc. are not backups for the iTunes Library. You should always mantain that iTunes Library, so your comment about your Library taking up space on your PC and Mac is a red herring, especially as you now want to put the same thing onto an Android device as well! I guess you already do backup in a weird way, by having it on both your Mac and your PC.
- Android devices are the equivalent of portable Apple devices, such as your iPhone. As already stated, your phone does not have the iTunes programme on it.
- Without speculating, it is common sense for Apple to produce versions of iTunes as they see fit. Presumably, they see no need to make a version for Android. You can do everything you need without it.
