Your probrably not able to be detected from othere devices may be a internal problem. Try getting it checked out, or turn on your location settings that may help.

It does not connect to to a computer or another phone.
Try
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.

- Restore from backup. See:
- Restore to factory settings/new iOS device.
If still problem could be an iPod or problem with the BT device
