Q: How to transfer my contacts to my wife's iPhone 4s?

My wife and I have a 4s each. We have synced our calendars via two separated iCloud accounts. We use Windows 7 Outlook also synced to iCloud in two different laptops. Since she has fewer contacts than I we manually sync her contacts into my contacts using Outlook 10 on my laptop. I would like to delete all her contacts and transfer all our combined contacts to her iphone. How can I do that transfer?

If you had slightly newer gear (e.g., iPhone 5 or later), you could use AirDrop to do this as shown here:

Using the equipment you describe, sorry, I don't know of any way to accomplish what you're trying to do (other than manually entering contacts on her iPhone).
