You need to create an Apple account but you do NOT need to pay anything. You can simply start creating an Apple ID at https://appleid.apple.com/ and then choose "None" when it reaches the question about type of payment method.
Then you can login to the Store using that account and download free apps.

Which apps are you trying to download? iPhoto, iMovie, etc. are only free on qualifying devices, bought after September 2013.

I had apple account already.I click none to payment and it's cannot download also.
I try few apps which is showing FREE,like escpecially is game apps.

When you see "Free" besides a game, you should simply be able to click it, and then press "Install" and enter your AppleID password. What exactly happens, after you press the "Free" button?
Are restrictions enabled on your iPhone in the Settings.app?
Ya,after I click in free-install-Apple ID pass- and it will pop out a message is verification payment method. Cause I did not key in my credit card CVV code,so this message is require me to fill in the CVV code. Once I fill in the code and it already charge me the cost.

The App Store will temporary distract a small amount to verify the credit card once.
This should be refunded immediately.
If not, look into your email for an email receipt and use the link "Report a problem". The email receipt will arrive after a day or two.
