Preorder problem?

I preordered a album which was 9.99 and it already had 2 songs available

So I payed 9.99 and got the 2 songs with it. And today the album came out and now I have to pay 8.00 to complete my album. Am I suppose to pay again? I've Already payed for 9.99 or for every preorder does this happen?
