2009 11,1 iMac 4GB Very slow running Mavericks with 4 profiles...Very sloooooow

I am wondering what to do.

I have a 27 iMac 11,1 with 4GB of RAM running Mavericks with 4 User Profiles. It is deathly slow. I have read through some of the post and followed the instruction on them to very little improvement.

Simple question, should I see, and buyt a refurn unit with more horsepower or buy more memory? 16 GB max according to what I have read.

Will this make the necessary improvement to make the users aka my kids and wife stop ******** abou the incredible slowness of the machine?

Max RAM would help. I'm running w/16 GB and see no degradation in speed.
