    Hi Clifford,

Take a look at the article below, it provides tips that should help you resolve the iCloud setup issue.

iCloud: iCloud Control Panel setup cannot be started

    http://support.apple.com/kb/TS5178

    Symptoms

After installing or upgrading to iCloud Control Panel 3.0, iCloud setup cannot complete.

    Resolution

You may see one of several messages. Your troubleshooting steps will differ depending upon the message:

“Your setup couldn't start because your username or password is incorrect. Go to the iCloud Control Panel, sign out, and sign back in.”

    1. Click Cancel to close the message.
    2. Click "Sign out" on the iCloud Control Panel.
    3. Reenter your Apple ID and password, then click Sign in.

“Your setup couldn't be started because the iCloud server stopped responding.”
or “Your setup couldn't be started because the iCloud server couldn't be reached.”

    1. Check the System Status page to make sure there aren't any issues affecting the settings you've chosen in iCloud Control Panel. If you are setting up iCloud for use with Outlook, check that there aren't any issues with Mail, Contacts, Calendars, or Reminders.
    2. Make sure your computer is online. In a browser, attempt to view www.apple.com and iCloud.com. If you can't connect to the Internet, your iCloud contacts, calendars and tasks cannot be added to Outlook. If you're using Windows 8, review the instructions for resolving network problems. If you're using Windows 7, review the instructions for troubleshooting internet connection issues.

“Your setup couldn't be started because of an unexpected error.”

Apple is investigating this issue. This article will be updated as more information becomes available.

Same issue.  Upgraded to 6S and realized that my Contacts were not current, and apparently haven't been for a while.  Running Win 7Pro 64bit, Office 2007.

Also can't sync iCloud (mail, contacts and calendar) with MS Outlook 2010 (64-bit) running on Laptop with Windows 8.1 Pro (64-bit). Using Google App Sync in Outlook.

On my old PC running Windows 7 Pro (64-bit) and Outlook 2007, everything worked fine - iPhone synched.
