You can use the following articles to troubleshoot your Wi-Fi connection:
iOS: Troubleshooting Wi-Fi networks and connections

iOS: Troubleshooting Personal Hotspot

For the last article, the first section relates to an iOS device as the hotspot, so isn't applicable, but the rest of the article relates to the device connecting to the hot spot.

I think I figured it out last night after widening my Google search and was going to post the results this morning.

I set my security to WPA2 and the Basic Rate to 802.11g only
Now the iPad seems to connect to the Overdrive and also actually load web pages.

Glad to hear that you were able to get it resolved. Thanks for the feedback. I looked at TS3304 also, but went with the other two because it was an older article and I thought it might not be as relevant.
