The reason we ask which version is installed? For Macs ...
For OS X prior v10.6 and prior, there are standalone Safari downloads available.
For OS X v10.7, v10.8, and v10.9, the only way to reinstall Safari is to use OS X Recovery
If you want a more current browser for Windows, Opera, Firefox, and Chrome are all better alternatives to Internet Explorer, and all are also available for the Mac.
As with any download, be sure to get the browser directly from the developer, and not some download site, to avoid malware.
