My Ipad will not play videos when on facebook or the internet
iPad (4th gen) Wi-Fi, iOS 7
Some videos you'll encounter are in Flash format, and there is no Flash player for iOS. If the videos you want to watch are indeed Flash, try iSwifter, Puffin, SkyFire, Puffin or one of the other browser apps that will play at least some Flash content.

Along with Varjak's great advice, you can also look into the facebook and youtube apps themselves, they are free in the app store
Are you using the Facebook app, or your browser?
Adobe has not made a version of Flash for the iPad.
