They can do everything but activate the phone for cellular service. However, it can be shipped out of the country & then activated for cellular service...there is no International Blacklist.

i lost my phone and blacklisted by the carrier.. want to know whether the person who got the phone can use that with wifi or not ..?? please help..

Yes, it can still be used on a WiFi network.
