Where? The online Apple store? if So, Online Apple stores will only ship within the country they belong to.
The US store will only ship within the US.
If you need to Ship to africa you need to use the Store for the country you wish to ship to if one is available.
If you are using the Apple Store App (not to be confused with the iTunes App or App Store App ) on your iPad, then it will default to the country in which your Apple ID is registered.
