We are an American K-12 school located in Morocco. We purchased iPad and Macbook Air mobile classrooms for implimentation in August. We plan to go to a one to one program in the next few years. Due to our location Apple will not give us an ed account or a volume purchase account. What are our options for bulk purchase of apps?
Sorry, but there being no iTunes Store nor Mac App Store for Morocco, there will be no way for you to purchase apps through Apple, either singly or in volume. The only possibility for you for the iPads is to work directly with the developer of the apps you wish to use and see if they can distribute apps to you via Ad Hoc distribution for your iPads. Developers can choose to release their OS X apps directly, so there may be more options for your Macs.

If we buy the apps with Apple store gift cards will that work?
You cannot buy apps for an iPad with an Apple Store gift card regardless of the country you're in.
Again, sorry, but until such time as Apple is able to open an iTunes Store in Morocco, there is no way you can buy apps for your iPads in Morocco except perhaps directly from the developer as I indicated above. You cannot use the iTunes Store of any other country. Your only other possibility would be if you have a branch of your school in a country where there is an iTunes Store, in which case you could ship the iPads there and have that branch purchase and install the apps for you and then send the iPads back to you.
