No Service Iphone 3GS after update 6.1.6

Hi,

I just updated an Iphone 3GS to OIS 6.1.6 and now the "phone" do not work, I have tried with two different sim cards and it continues to be locked on No Service or switch between Searching and No Service. I have tried switching on and off flight mode. The problem started when I upgraded to 6.1.3. Now I did a complete new installation of 6.1.6 and the problem persists. The phone has not been jailbroken.

Any ideas to make i a phone again instead of an touch....

Downgrading your baseboard looks like something you do when you want to unlock a phone, judging by my online search results. What's the best way to do this for purposes of getting phone service back? I'm on a 3GS with 6.1.6, IIRC.
