"Repair Permissions" - Same Always

OS X 10.9.2 and 10.9.3: Disk Utility always finds the same Apple files needing repair whenever "Repair Permissions" is run. Seems like Disk Utility is lying, i.e. not repairing, or telling truth and somehow files revert to needing repair. Always the same files... What's going on?

Repair Permissions has been reporting useless, misleading, and unhelpful messages since Leopard, when Steve Jobs was very much in charge.

You do not need to run it regularly, or indeed ever. It's powers are extremely limited; it is not the cure-all for any Mac problem. File attributes do not rust; they are not made of cheese.
