Does Apple have lay away?

Not that I am aware of. Did you ask at your local Apple Store?

No, they don't. Apple does offer financing in some countries; for the US, see:
http://store.apple.com/us/browse/finance/instant_credit
but not a lay-away program. An Apple dealer may offer such a program, so you can contact your local dealers and ask.
