What number did you call, and what country are you are ? If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then they can only be reset by contacting Support in the the country where you and your iTunes account are : http://support.apple.com/kb/HT5699 - is that how you've tried to contact them ?

If your country doesn't show on that page or you aren't a native speaker for your country then you can try contacting them via this page and explain that you've forgotten your answers, don't have a rescue email address, and your country isn't on that page or you aren't a native speaker for your country and see how they reply : https://ssl.apple.com/emea/support/itunes/contact.html

When they've been reset you can then use the steps on this page to add a rescue email address for potential future use : http://support.apple.com/kb/HT5620

Or, if it's available in your country, you could change to 2-step verification : http://support.apple.com/kb/HT5570
