When it comes to the Lightning to USB connector, after a long while of charging over long periods of time, the cable will tend to get fold lines in it that resemble the looks of a turtle neck. This also comes with age of the charger and use.
I have no idea what you're talking about. What is a turtle neck?
The only turtle neck I have heard of it a sweater and I don't think that is what the Cookie is talking about.

You never know. People dress up their pets in ridiculous outfits. Perhaps someone knitted a turtle neck for their charger. 😉
Just buy a new charger. After they get the turtleneck, you can't fix them. I would suggest not getting Apple brand but a brand that has a fabric braided over the cord to prevent future "turtlenecks"
Its when ur charger gets a little wrinkled at the top causing the wire to look like a turtle neck the. Eventually causes a shortage and it cant charge any more
