On a Viking River Cruise boat do I need a 240v to 120v power converter for my iPad and iPhone chargers?

All Apple chargers work from 100-240VAC, 50-60Hz power. All you will need is a plug adapter for the country you are in.
BTW - You can use your iPad charger to charge your iPhone, and it will charge the iPhone faster.

Nope. The chargers are auto-switching. You may need a wall outlet plug adaptor if the ship does not use the same outlets as in the US.
