How do I change the Sync Option for my 4s
How do I change my sync option so photos and music are stored in the cloud rather than on 4s phone; to make room for more photos and music on my phone?

You can't "sync" with iCloud, only back up. For music, you can use iTunes Match to store your music and stream from iCloud
Settings > Music > iTunes Match > On. Then delete music from your phone.

Currently, you can't store and view photos/videos on iCloud, only back them up (can't be viewed). IOS 8 will have this option. You can import photos to your computer:
