Hello. Yerstoday I wan bid on eBay but not read the description what's happened with this phone. Today morning I read description: seller who sell this phone wrote this phone was lost I found. Phone is work but icloud block. Question I can buy this phone and use. And I can use my icloud or my SIM card or not. Because I am worry about this phone

You should be asking the seller.
If he "found" it, it is most likely blocked. If it is, it is not usable.
FWIW, I would never buy a phone on ebay, and I would never buy a phone that was "found".
I would try to cancel the transaction.

Apple cannot help you either. Return the iPhone to the seller and get your money back. If the seller refuses, file a claim with eBay.

No. If the phone has been locked only the person who locked it can unlock it. Have nothing to do with this.
