hi when volume recovering the hdd volume time machine didn't restore the chrome history files because time machine apparently skipped the files during backup. does time machine skip other files and how to ensure these are backed up for the future? thanks for the help.

From my understanding, some files are skipped. It's determined by the app maker what files can be skipped. Apparently Goggle Chrome doesn't allow the History to be saved.

It skips files that are open for writing at the time of the snapshot. Quit Chrome and back up.
Time machine ALWAYS skips the chrome history whether or not chrome is open. Time machine backs up other chrome files regardless whether or not chrome is open.
If Google prefers forcing its ap (Chrome) users to keep their browsing history on its own google account server instead of on their clients (and by a competitor -- Apple Bootcamp), then this answer makes perfect sense at least to me.
