Start with the article below to troubleshoot issues with sending and receiving messages on your iPad 2 and iPad mini. Check in Settings > Messages to make sure you are still signed in as well as just simply restarting your iPhone.

There is a way simpler solution tha so far has worked for me and many people stucked even after "reset network settings" or full restore.
I have an iPhone 4 with iOS 7.0.3 and I went through those steps:
Go to "Settings">Scroll down to "iTunes Store & App Store">Logout from the account
Turn off your device, wait 1 minute or 2 then turn your device back on
Return to "Settings">Scroll down to "iTunes Store & App Store">Login (can take up to a minute)
And voilà! iMessage and FaceTime are back in business!
Note: once again, it works without any need for a restoration and/or reset network settings and/or Erase All Content and Settings.
This fixes as well all the problems in Google+/Facebook/WhatsApp/etc. that require you to "Connect to iTunes to activate push notifications".
