If the book has now been released and iTunes has tried to collect payment for it then purchases are considered final, but you can try the 'report a problem' link to contact iTunes Support and see if they will cancel the purchase : http://reportaproblem.apple.com
If the pre-order hasn't yet been released then I don't think that it can cause a 'billing problem with a previous purchase' message, but you could try cancelling the pre-order via your computer's iTunes : http://support.apple.com/kb/HT5714
