iMac fails to startup

I have a iMac 10.4 (I believe) and it is failing to startup. When I turn it on it makes the apple noise and a checked light green and grey screen comes up. The apple logo appears and then changes to a timer and freezes. A pop up window appears saying: You need to reset....

Not sure what to do.
