I activated my new iPad Air and they were all free and I downloaded them but I was having a problem with iMessage so I reset my device and erased all the content and setting and changed the username of my Apple ID and now when I go to the App Store to try and download the free apps provided to devices activated after September 1st they are not free.
iPad
The download of those apps is associated with the original ID used. You have to sign in with that original ID to get a copy of those apps redownloaded to your iPad.

It's a mistake to change the Apple ID; it will no longer be free.
You must use the Apple ID that you use to activate iPad.
