I'm not having problems with my purchase but I'm thinking about purchasing I and I'm not sure
Without the in-app purchase you are only a very basic set of instruments. The added content will make the app much more versatile, but it needs a lot of extra space. If you are not really using GarageBand a lot, you may want to keep it small.
The download needs a reliable internet connection,, but other than that, I do not know of any problems created by installing it.

You may get the contents for free, if you previously owned GarageBand 1.4:
If you previously purchased an earlier version of GarageBand for iOS, you will get the In-App Purchase content for free. To restore your purchase, you may need to tap Already Purchased when you see the in-app purchase in GarageBand.
When I was reading the reviews there where a lot of glitches like some of the instruments where glitching so I'm worried about that and I don't want to wast money
It does not happen on my iPad 3 and iPhone 5s with iOS 7.1 - the instruments are working fine. But it is your risk.
