I'm have a wired network created that does not have internet access. I'm trying to use this network to stream videos from my desktop to the Apple TV but it takes around 10 minutes for the video to start loading.

Perhaps one or more of the above will help you. However, if you are using the Apple TV I think you will need it to have Internet access.
It seems ridiculous that you need internet access to watch content already on your desktop.
It isn't when it's a security protection when watching protected items. Downloaded movies are generally protected media. But if you think it's ridiculous, then that's your opinion. You can complain to Apple elsewhere, just not here.
