The mic appears on the Google site and tells me to go to Settings, then Privacy, then Microphone. Then THAT tells me that the sites who want to use the microphone will appear. And there is nothing there! How can I get Google to communicate with my iPad settings?

Now I see that you were talking about the Google App. I thought that you were asking about the Google web site, because you did say "Google site". Anyway, I'm glad that you got it working again.
BTW... Is there any compelling reason that you need to use restrictions? Do you have children? If not, turn restrictions off, if you really don't need to use them.
Which Google site are you seeing the mic? The exact website?
It was the blue icon Google. Someone suggested I dump it and reinstall, which I did, and now it works like a charm. Thanks ffor asking. I've found many problems can be solved somehere in "Restrictions" - or by turning it off and on again. Now we can add reinstall the app!
I think I anwered in the wrong box. It was the blue icon Google and amid several responses I found that deleting Google and reinstalling it did the trick. Now works fine and did show up in the Privacy/Microphone spot. I also checked Restrictions that seems to be the source of many problems. Thanks for your help and your interest.
