It sounds like the device is locked to a carrier that you are not using. What is the exact error message that you receive when you did the restore?

try another Sim card or try your simcard on other iPhone. if it works in other iphone that means it is a HW issue.
for Sim w/ PIN:
put your sim card on other phone(any phone) then remove your sim pin. otherwise, lock you self out and call your Carrier and ask for a PUK code to activate the simcard.
