check for available downloads did not download my library

i requested to transfer my itunes playlist which is quite considerable, when i requested to reload my puchases from the itunes store a list of songs appeared but i am unable to play them, nor see or hear my tv, movie files because they were never originally downloaded to my library on my hd and now when i request my purchases it says i dont have any......now i have no music, tv, shows or movies on my new os itunes on my new computer, and i am amazed how much diffucult your 'new os macs are........., why 1 cant i play the list of songs i have 2 i shouldnt rely on an internet connection all of the time to listen and watch media on itunes, how do have all my itunes libbrary, be able to listen to them and not have itune music or tv, movies streaming off the internet??? how do i once only download ALL my music and tv, movies, as i had on my previous emac inwhich apple has succeesfully crashed???? so i have to get this piece of **** macbook air which doesnt even load my itunes account!!!!!?????

Downloading (using iOS or computer) past purchases from the App Store, iBookstore, and iTunes Store - http://support.apple.com/kb/ht2519 - enabled with iTunes 10.3 and newer; not all media formats are available in all countries (see: iTunes in the Cloud, iTunes Match, and iTunes Radio availability by country - http://support.apple.com/kb/HT5085); apps, books (not audiobooks), music, t.v. shows, and movies (some - not all studios have permitted this). Downloading previously purchased movies and TV shows requires iTunes 10.6 or later. Discontinued items not available. For items not included in the iCloud list (e.g., ringtones, audiobooks), or locations or computer systems where iCloud is not (yet?) available, you only get one download per fee paid. Apple recommends, "You always back up your iTunes library in the event that a purchased item is no longer available on the iTunes Store," (http://support.apple.com/kb/ht2519).

Media not purchased from the iTunes Store will have to be transferred from your backup you make of your computer for cases such as this.
