Why Nigeria not on FaceTime Region list

I can't register Nigeria phone numbers on my Messages/FaceTime apps whenever I am in Nigeria. However, I see Niger and other African countries listed in the regional phones list? Why is this and when will Nigeria be included in the list? Also how can I enjoy the full range of features on Messages and FaceTime even now?
