I am letting my wife have my I-pad 4. We want to erase my apple id from the i-pad so she can create her own apple id and password. Does "reset all" is settings, general, reset all settings erase everything to factory settings before your create your apple id??

Mostly yes. You can follow this guide to set the iPad back to factory condition. So it is the way it was when you first took it out of the box.
