What do you mean its not working? And what do you mean by "Live" Panoramic Wallpaper? Are you able to choose the Panoramic Photo in Settings > Wallpaper & Brightness > Choose New Wallpaper? What is it allowing you to do and what did you expect it to do?
You are going to have to give a better description of your problem so we don't have to guess. I'm guessing you chose Dynamic Wallpapers but the background shows no movement?
I think I might know what you are talking about. At one point with iOS 7, I believe you could set a panorama as your wallpaper, and it would move in the background with the movement of your phone. I think this option may have been scrapped though, for whatever reason. I never used the feature myself, nor am I sure it made it out of the beta versions of iOS 7? If it even appeared there anyway, it may have been implemented in iOS 7, then removed in 7.1. I don't know what to tell you, I think this feature was removed altogether.

This was never a feature of any version of iOS 7, and what the the OP means (if anything) by "live panoramic" is unclear
THis was a feature of the early iOS7 beta versions. I really liked this feature and it was really frustrating that it was removed for whatever reason. Panoramic backgrounds ran very smoth on iPhone 5...
It would be great, if apple reenables this function for its current, more powerful devices.

There has never been any type of "live" (i.e. real time) wallpaper or a "360 degree panorama" as you described in a now deleted post. What you mean by "panorama" changes with every message you post.
Regardless, there has never been such a feature in any version of iOS 7. Your reference to beta versions is incorrect, irrelevant, and inappropriate.
Wandile91 clearly asked for panoramic wallpapers. it is irrelevant that it was newer called "live", but you know what he asked for! Your "answer" is incorrect, irrelevant and inappropriate because it has no reference to the question!

No, he asked for "LIVE", both in the title and first line of the first post. And no one still knows exactly what he meant, including you. I can only infer the the real meaning of "live" meaning real time, in the real world. Also iIn this world, YOU defined it as "360 degree panorama", which also never existed on iPhones

It didn't exist, both as the OP and yourself described it. What did briefly existed - the ability to use and iPhone panorama photo for wallpaper - is not what either of you described and was wisely omitted in the released iOS. There were many complaints about it.

I do not get it what was wise to omit this feature. I my case i coud not see any performance issues. It may be that it was to early on iPhone5/5s but i would love to get this feature back.
You should not fix on the term "live"... i understand it in the way the phone was moving the background live to the device movement. And yes, you could have used 360 degree panoramas (i know you cant create a full 360 degree panorama with the buid in app) and this panoramas really moved nearly the full circle 😉

There were many complaints of motion sickness (even with the standard zoom motion which necessitated adding the ability to defeat it). It was battery sucking.
Mainly, it's pointless and detracts from actually using the phone. Who wants to stare at the panning wallpaper over and over and over and over? The purpose of wallpaper in any OS is to be the background, not the focus of the home screen. If you really enjoy the scan/pan/motion feature, which can be cool depending on the photo, it should be in a separate panoramic photo viewing app.
Regardless, if you want to suggest this or any feature to Apple, post it on the feedback page. Posting it here is useless.
FYI, there are apps that provide real time, "live", panorama viewing via the camera, with augmentation including localizations. Using that for iOS wallpaper would br very distracting and probably dangerous.
