iPad Air Never finds HotSpot from iPhone 5

i have an iPad Air and iPhone 5. i have a plan that allows me to create a WiFi HotSpot on my phone so i can connect my non cellular iPad to the net. Although most times my Air cannot find the network the phone creates. sometimes it does after a lot of on and off and researching, and Airplane modes switching, but generally it wont find it.

Any ideas why? Both up to date. Both fine condition. Both do all other network connecting fine. no know problems anywhere on either device?:!?!?

Tried them all. I want to avoid restoring everything from scratch at this point.

My HotSpot on my phone seems to be fine as my MBP can connect to it easily enough every time, which would suggest a problem with the iPad...

Although Resetting Network Settings on the iPad seems to have done it

and then it fails again...

Tried my MBP on the same WiFi and HotSpot and it doesn't have any problems. You think the iPad could be faulty?

appears i have to turn iPad off and switch on again... then works every time...!?!? surely not. I thought that was only Windows stuff that needed that doing to it??!
