A Mac (an iPod touch and iPad) will only have a phone number for FT (and Messages) if the same Apple ID is also used on an iPhone

It doesn't have a phone number. Only a phone has a phone number. FaceTime callers can reach you using the email address(es) you registered, or, if you have an iPhone and you associated the number with your Apple ID, using that number.
If you really mean a Mac Pro and not a MacBook Pro, then you need a webcam and a microphone, and you need to sign in to FaceTime with a verified Apple ID.

It says "not available for Face Time". I thought maybe if I had a Cellular Data Number. They could contact ME.
You can only call or be called by someone who has an Apple device and either an Apple ID or an iPhone number signed in to FaceTime. Otherwise it won't work.
