Cant access mavericks server from pc windows 7 - error 0x80070035

I have set up our new OSX Mavericks server. We use it just as a file server.

its a mac mini with an external 3tb drive.

What do we use to access the server...

We have 2 mac pros and about 10 Windows 7 PCs.

The macs have no problem accessing the server and seeing the shared drive. (The external 3tb drive connected to the mac mini)

The PCs can see the servermac but if i click on the servermac it just gives me an error 0x80070035. When i run the diagnostic it says the pc is configured correctly but still can't access the drive.

Why can the PCs see the server but not access it and the Macs have no issue?
