My Ipad 2 got broken and I am contemplating replacement with IPad Min, MD531LL/A. This model is listed as equipped with IOS 6. Will I be able to upgrade to IOS 7?

Yes, all iPad Minis support iOS 7, and will support iOS 8 when it's released later in the year.
You can update to iOS 7.1.2 directly on the iPad via Settings > General > Software Update

If the iPad 3 is used, make sure the owner does this. Otherwise you won't be able to use it.

If the purchase is through Apple, no problem.
If this is a used device, from a secondary seller, make absolutely sure you can recover your money if the upgrade turns on the activation lock.
