My Mac OS X 10.6.8 won't start on "Safe Boot" when holding "shift" at startup.

My computer has a kernel panic problem. And I'd like to fix it by booting as safe boot. I hold the shift key after the tone, and release it when the apple and loading gear appear. But, the bar that indicates that safe mode is loading never appears. It'll just boot on regular boot. Any answers to this question that might solve this problem will be helpful.

Work the issue from another end. Post a copy of the kernel panic report:

Maybe your problem can be identified from that.
