dumped contacts

updating iOS causes contacts to be dumped at the same time the backup is of no contacts. Why hasn't apple addressed this issue as this happens to a lo of people. How do I reinstall contacts from a previous backup (not the one prior to the iOS update that contains no contacts). using icloud does not allow this option so obviously the contacts are lost from the cloud.

This has a major impact on business contacts .

Do I restore a previous backup - save to cloud - then restore current backup then merge cloud to the new updated version. How do I prevent this happening again?
