If it's a wifi-only iPad, which it appears to be from your screenshot, then it relies on getting its location from the router that it's connected to, that needs to be in Apple's database - if it's not in there then it won't know where you are.
It was working sometime back. I think it suddenly stopped working.
Try settings> general> restrictions> location services and see if a restriction has been put on by accident.
I did check that. All restrictions are disabled.
In the screen shot you provided location services is working for the Google app. Try turning off your wifi router for thirty seconds. If that doesn't help try another wifi location. If that doesn't work hopefully someone else has a good idea.
Bring your iPad to a densely populated area and connect to a free hotspot and check your location again (e.g. Starbucks)
I am also having this problem with my iPad Air. I contacted my sister to see if she knew how to fix it, but she said the location services on her iPad Air are not working either. She didn't know how to fix it. Anyone else have any suggestions?
So now, I've an iPhone 5s connected to the same router, but the location services on that, work even though the cellular is turned off. Is it a problem with the iPad?
Your phone has a built-in GPS chip, it doesn't need cellular data to be 'on'.
I am having the same problem. Suddenly location services not working. Worked before. There have been no changes to the router. Tried resetting the device, then ended up erasing all content and settings, and registering as new. Its occurring with all my apple devices (Ipad Retina, Ipod touch). Would be nice to get some resolution....
I Know this is going to sound obvious but, since it is happening on all your apple devices it is obviously not something that is caused at a software level of a device, restart your router and try again, try a different network like Starbucks or similar free hotspot.
I'd already tried the router rebooting (3-4 times or so), that didn't work either. I will have to try a different network the next time I get into town, and see if that does anything. It just seems odd that the location services would suddenly stop working, when there have been no other changes. The Ipod "cannot determine location", and the Ipad has me off the coast of Africa in the middle of the ocean. I've never been there, although it might be an interesting place to visit.

Go to the website for the manufacturer of your router to see if there
are firmware updates available for that model. Check that website
for tips relating to your problem. Look at the settings for your
router to see if there is a problem with how you have it set up.
You should be able to find the manual at the manufacturer's website and through
google/bing/yahoo/your preferred search engine.
